Inspections ensure that the enterprises are following the requisite legal & regulatory framework and minimizing risk for the employees. As part of Ease of Doing Business initiatives Government of Kerala has undertaken several inspection related reforms, primary one being the setting up of a Central Inspection Framework. This framework aims at bringing transparency and accountability in inspections.

The Central Inspection System (CIS) launched with a view to provide single platform to carry out inspection of Industries by various Departments such as Factories & Boilers, Labour, Kerala State Pollution Control Board, Legal Metrology, Local Self Government Department. The system shall facilitate automated scheduling of inspections basis risk classification, random allocation of inspectors, checklist-based inspection procedure, uploading of inspection reports and downloading of the reports by the establishments.

Before the introduction of this system, industrial enterprises were subjected to repeated visits from different authorities, often checking the same things, and in some cases contradicting each other. The adoption of a central inspection system streamlines the inspection procedure thereby improving transparency and coordination among authorities.

• Central Inspection System (CIS): Integrates the independent inspection systems at various departments to form a Centralized Inspection System. CIS will be responsible for synchronization of multiple inspections and all inspections will be directed through the system
• Inspection schedule: Generate computerized list of units to be inspected based on risk classification of the establishments. The online system identifies the establishments randomly based on the risk profiles allotted to them for inspections
• Allocation of the inspectors: The Central Inspection System will randomly allocate the Inspecting officer from the pool of inspectors of the specific zone. The system is designed in such a way that the that same inspector cannot perform two consecutive inspections of the same business unit.
• Prior Intimation: prior intimation will be sent to the establishments via their registered mobile numbers and email addresses.
• Inspection Report: the inspection reports are to be made available on the online portal for the establishment to login and download, within 48 hours of completion of the inspection.
• Complaint based inspections shall be carried out only with specific permission from their respective head of the office obtained through Central Inspection System.

Online system replaces manual scheduling of inspections with computerized inspections for various agencies.

Industry owner mobile no. and email id is mandatory.

The industry will receive the prior inspection schedule in the registered e-mail and mobile no.

No hard copy of the inspection report will be sent to the registered industry. The registered industry can download its inspection report from the portal. The inspector is mandated to submit the report within 48 hours of the inspection.

The Inspections are conducted based on the Risk Criteria of the Industry. The inspection report will be uploaded within 48 hours of completion of inspection. Industry has to login with their credentials from the industry portal section. Once they login they can view the reports uploaded for a specific inspection.

The Inspection will be carried out based on the predefined Check List, which can be downloaded from “Inspection Procedure & Checklist” in the portal homepage.

Once inspection report is available, Industry can login with his/her credentials and submit compliance from the “submit compliance” section provided in the portal for a particular report.

No, the industry need not inform different department for inspections. The system generated e-mail and mobile messages will also be sent to corresponding inspectors.

There is no change in the existing format for inspection. The Central Inspection System only provides the synchronized inspection schedule of different departments. However, the industry can check the inspection format of different departments available on the portal.
